What is the best way to create an opt in list?

I have heard that in order to promote products on the internet you need an opt in list.

I understand what an opt in list is but, how do I go about creating a list? Is it hard?

I asked the question the other day how do i get my email add. off of email lists ? Look at my details part?

But you were wrong! I googled do not email list, and entered my email add. in the last 2 days instead of getting 300 emails I only received 17 so thats how you do it thanks anyway!!!!!
