The phone book, but you’ll have to compile it yourself.
Mailing list agencies or brokers SELL lists, it is their source of income. I don’t know of any that give them away.
And since you will be paying for postage, you want to make sure your mailing lists are recent, reliable and targetted to your specific audience, so it may be more effective in the long term to purchase a list from a reliable source.
